Title: Multiple use of chemicals and professional code of conduct

Objective:
To facilitate the community of chemists and chemical engineers to learn
about the key provisions and requirements of the Chemical Weapons Convention
(CWC), in order to integrate issues related to CWC and its implementation
into chemistry teaching, and to promote codes of ethical and professional
conduct of chemists and chemical engineers.
Description:
The CWC and the role of chemists was the subject of a joint meeting
of IUPAC and the Organisation for the Prohibition of Chemical Weapons
held in Oxford (UK) from 9-12 July 2005. (see
project details) Two recommendations of the meeting were
(i) the need for chemists to develop their own codes-of-conduct, and
(ii) for the development of educational material which describes the
CWC and the obligations it places on the 160 member states who are signatories.
This project will address the first recommendation, i.e. the need for
chemists to develop their own codes-of-conduct. A conference on Chemical
Education and Responsible Stewardship will be organized at the D.Mendeleyev
University of Chemical Technology of Russia, Moscow, Russia from 30
Oct to 1 Nov 2005. The goal of the conference is to discuss problems
and share the experience on themes such as social responsibility of
chemists and chemical aspects of industrial and life safety.

The chemical education can be effectively used in education for sustainable
development because chemistry as a fundamental science and as a scientific
basis for a variety of technologies in different branches of industry
is deeply involved in the progress of modern civilization. In this context
the social responsibility of scientists for peaceful use of scientific
knowledge (and chemical knowledge in particular) is becoming one of
the key issues in chemical education.
During the conference two workshops will be organized: "Green
Chemistry for Megacities" and "Chemical Synthesis: the Point
of Bifurcation", where the basic problem of multiple use of chemical
knowledge will be discussed. This conference should give answer to the
question what requirements and obligations can be advanced in the chemical
and chemical engineers communities (and more generally in the international
scientific community), how professional conduct that is in line with
these requirements can be promoted, and how the knowledge of the CWC
and its requirements can be more fully reflected in chemistry education
in Russia, former Soviet Union countries, and other Russian-speaking
regions.
