APPOINTMENT
AND FUNCTIONING OF NATIONAL REPRESENTATIVES ON IUPAC BODIES
In order to broaden the geographic representation on various IUPAC
bodies, National Adhering Organizations (NAOs) are invited to nominate
representatives to (1) Division Committees, (2) Commissions, (3) the
Committee on Chemistry Education, (4) the Committee on Chemistry and
Industry, and (5) project Task Groups. Occasionally, NAOs are asked
to propose members for other IUPAC bodies.
REQUIREMENTS
AND QUALIFICATIONS
The requirements and qualifications differ somewhat among these five
categories, as follows:
1. Division Committees
Each Division Committee may appoint up to six National Representatives
(NRs) from countries not already represented among its Titular and Associate
Members [Bylaw 4.103]. On occasion, the
Bureau has allowed additional NRs at the request of an individual Division
President. Each biennium, nominations of NRs are requested from NAOs,
along with suggestions to Division nominating committees of possible
Titular and Associate Members. In some instances, a Division may propose
to an NAO the name of a potential NR. The term of a NR is two years,
renewable for a second two-year period. Nominees are expected to have
expertise in the field covered by the particular Division and to be
able to exercise judgment in evaluating project proposals and in contributing
to the development of the Division's programs.
In addition, each NAO is invited to designate a scientist as a liaison
between each Division Committee and the NAO.
2. Commissions
Each Commission may appoint a National Representative from any country
not already represented among its Titular and Associate Members [Bylaw
4.305]. Nominations are requested from NAOs biennially. The term
of a NR is two years, renewable up to a maximum of 12 years. Nominees
are expected to be interested in the work of the Commission and to have
expertise in the field covered by the Commission.
3. Committee on Chemistry Education (CCE)
The President may appoint a National Representative rom any country
not already represented among its Titular and Associate Members [Standing
Order for CCE]. Nominations are requested from NAOs biennially.
The term of a NR is two years, renewable up to a maximum of 12 years.
Nominees are expected to be interested in the work of the Committee
in the field of chemistry education and the public appreciation of chemistry.
4. Committee on Chemistry and Industry (COCI)
The President may appoint a member of COCI from any country that has
two or more Company Associates. The
term is four years, renewable for a second four-year term [Standing
Order for COCI]. Nominations may be made by NAOs at any time. Nominees
are expected to be closely associated with the chemical or pharmaceutical
industry and to be able to contribute to IUPAC programs designed to
promote interactions with industry.
5. Project Task Groups
Each IUPAC project is conducted by a Task Group, composed of volunteers
who have formally proposed to carry out the project under the management
of a Division or Standing Committee. The IUPAC Secretariat periodically
posts information about approved projects on the web site and reminds
NAOs that nominations are welcome for additional members of the task
groups. Nominees are expected to have expertise in the subject being
addressed in the particular project and to be able and willing to contribute
actively to work on the project, usually via e-mail.
RESPONSIBILITIES
The objectives of the NR program are to broaden geographic coverage
in IUPAC bodies and to permit NAOs to introduce to IUPAC activities
scientists-especially younger scientists-who may not be known to IUPAC
leaders but who are interested in IUPAC activities and have suitable
qualifications to contribute effectively. These objectives can best
be achieved if each party carries out its responsibilities conscientiously:
- NAOs should nominate only scientists who are well qualified, as
indicated above, and who are seriously interested in contributing
to IUPAC activities. Briefings from an NAO and regular communication
with its National Representatives are desirable. NAOs are not required
to provide financial support for National Representatives or NAO-nominated
members of task groups, but assistance to attend occasional meetings
would be helpful.
- Division Presidents, Committee and Commission Chairmen and Chairmen
of project task groups are expected to approve well qualified nominees
within existing size limitations; to treat them as full participants
in the work of the Division, Committee, Commission or task group;
to communicate by e-mail; and to consider input from NRs.
- National Representatives and NAO-nominated members of task groups
should participate in the activities of the body to which they are
attached. The nature and extent of the work will, of course, vary
from one body to another. It may range from helping to disseminate
information about IUPAC activities and providing input from the NAO
to active participation in carrying out a project and/or in reviewing
and evaluating project proposals.
